Research

The research programme is devised to underpin the Commission’s role in serving both the broadcaster and the citizen. It is designed to provide objective support to the Commission’s decision-making process to offer an understanding of audience views, which are both constant and changing in society. The increasing availability of programming via formats which offer the viewer or listener greater control, often financial, over its access, has produced a discernible change in attitude. To understand these changes, the Commission’s research is diversifying from television (terrestrial and satellite) and radio to include the new media and their impact, particularly for younger families and younger viewers, who area far more adept at capturing and using these new opportunities.

Nonetheless, the majority of the television audience continues to use terrestrial, free to air television services. Consequently, expectations remain rooted in the standards expected from such services. Thus, while the research programme is exploring the changes, much of the work continues to map areas that remain of prime concern to this broad audience.
